PVC pipe siliconed in under the deck is the only way to go. I have some pictures of my old boat with this modification at: http://www.patrickmaun.com/photos/outfitting/outfitting.html You could easily make this waterproof by threading them for pipe caps or whatever it is they are called. I also use a small diameter pipe as an under-the-hull hand pump holder.
