While it's good news and fairly simple to comply with, (raise the 
flashpoint by rinsing with vegetable oil), it still states "with 
operator approval" so that means the individual airlines still need to 
approve it.

The Section 2 Limitations section states

"... With operator approval in checked baggage only..."

And it only applies to liquid fueled camping stoves where steps have 
been taken to nullify the flamability hazard.

I suspect that it will still take ongoing pressure to get the 
airlines/operators to buy in, but educating the check in agents is 
definitely a good start.
