I paddle in the Falkland Islands with a water temp of about 4C.  I wear a
3mm full wetsuit with a fleece over the top.  I also wear a water/wind proof
cag over that.  I nevr wear waterproof trousers but wear thick neoprene
socks and old trainers (I find the shoes uncomfortable!).  On very cold days
I wear Pogies or neoprene gloves.  I stay quite warm. If the conditions are
rough I also wear my neoprene 'gimp' hood (very attractive!!!)  I am a
rather well built paddler and couldn't squezze a tissue paper between me and
my wetsuit!!!
