Although it is possible, I doubt that a requirement by the operators of tour boats for PFD use is based on a government law intended to tak all risk out of life. Perhaps the tour operators themselves decided that they wanted to limit their liability and they chose to require PFDs. Perhaps the insurance companies that insure the tour operators, require PFDs as a condition for insurance. Either of these would be free market based business decisions. As such they should appease even the most strident libertopian worshiper of the free market god.
