I'm actually involved in an aerial photos project (in this case they're historical photos as well) for parts of NY state. Initially we're just doing a few inland counties but the keeper of the photos has talked about doing an aerial photo website of the Hudson river shoreline and I've suggested that include the entire shoreline for the state. So far I only created a basic prototype that covers a few USGS quads and aerial photos taken from three different years.
