Although it is possible, I doubt that a requirement by the operators of tour
boats for PFD use is based on a government law intended to tak all risk out
of life.

Perhaps the tour operators themselves decided that they wanted to limit
their liability and they chose to require PFDs.

Perhaps the insurance companies that insure the tour operators, require PFDs
as a condition for insurance.

Either of these would be free market based business decisions.  As such they
should appease even the most strident libertopian worshiper of the free
market god.

I agree that it was a business decision and my Quixotic market based
response was to cancel the tour.

PFD's and schnorkeling?

I remember back in like '82 or '83, on a trip down to Gitmo I decided that 
I wanted to go schnorkeling.  Rules there too said "Not with out a PFD 
mate..."

"But that's impossible," I said!

"No, no, noooo-not a standard one-an INFLATABLE one," was the reply...  I 
purchased one and had a wonderful time.

Could this have been the case, or might it be within their acceptable 
standards?
