Duane,  Absolutely...

The issue for individuals is to realistically assess their ability to
SURVIVE...

If this means a bomb proof roll, and this means not just in the swimming
pool, fine.  Congratulations.  This is the standard required in my club for
anyone other than beginners..
How many actually achieve this nirvana is questionable. Especially in
conditions which would put them over..and over.. and over..

If this means a paddlefloat, or other assisted means, ... if the rescue
method is reliable, achievable in realistically rough conditions, fine.

If this means an unassisted rescue method, a la cowboy,  [ this obviously is
restricted to certain types of boats ].. fine..

After all, the intention is to get back in the boat, with the boat also in a
survivable condition.  Obviously, in colder water, getting back in the boat
has an urgency which is not so important in sub tropical and tropical
climates..

But as you say, whatever method has to be realistically and regularly
practiced...and how many folk do that.. including with loaded boats, if they
are expeditioning types?...
