I couldn't agree more Scott. One needs to learn it both ways (and a few
other ways as well). You will notice in the "Rescue Float" section of the
"Manuals" menu on our website that we include both methods (and more) and
discuss when they work the best. My gripe is not with teaching the unfixed
paddle float method but with ONLY teaching the unfixed paddle float rescue
and not pointing out the superiority of the fixed outrigger (if you can fix
the paddle)in most situations. ACA literature has in the past totally
ignored the possibility of fixing the paddle to the back deck. 

Maybe learning the lesson both ways would encourage the student to add a way
to fix the paddle to the kayak, if his kayak wasn't already so equipped from
the factory. The hold down doesn't have to be bungees, in fact, if it is
bungees they should be at least 1/4" thick and doubled up on the sides to
hold the paddle more firmly. Cord or webbing works as well. Rainforest
Designs (Nimbus Kayaks) came up with a nifty webbing attachment with a quick
release (the same or a similar rig can often be found on Seward kayaks as
well). Rainforest Designs (Nimbus) will sell the system separately from the
kayak.
