Most bungie arrangements are nowhere near good enough to be used reliably for paddle float reentry. In fact, I'd go so far as to describe them as more decorative than functional. If you're serious about using the technique, replace the bungies with a more solid arrangement. Doug's article in Sea Kayaker a while back gave a good rundown on alternatives, both commercial and homemade.
