Nobody knows what is in their seals mind. Local relatively small "harbor seals" (I think this is their correct name) in Pacific North-West attack swimmers occasionally, pulling them underwater. Not very often, but still happens. I don't think they are hungry. May be some territorial behaviour - they don't want us in their waters.
