Polar bears are the most adept bear in the water.

able to kayak faster than a polar bear once you get going.

I would be surprised if they go above 3-3.5 MPH in the water. I would be
astounded if they can do 6 MPH for longer than the initial dive.

Now when a bear or a person runs into the water from the shore they can be
moving pretty fast for that first few seconds and I would "adjust" for this.
