Hmm...sounds all too familiar.  Sometimes you reach the point where you
realize that you can't be the conscience for the whole club...you can
be a source of information, but ultimately, people will always make
their own decisions.  Why risk your own liability and safety looking
out for others who won't look out for you?

Stay in the group.  Treat it as a social club.  Meet people, do
potlucks, have parties.  Go on private trips with only the people you
like and trust.  It might be the death-knell for a "paddling" club, but
a "paddling" club that isn't a safe paddling club isn't really a good
paddling club anyway.

Who loses here?  Only the beginners, for whom a club experience can be
a great introduction to safe paddling.
