Typically a solar storm will break up the ionosphere, interrupting global communications that rely on the reflection, back to earth, of radio signals. Consequently neither GPS nor cell phones will be affected, since they rely on direct or line of sight contact. Short wave radio is most affected, much of which has been replaced by satellite.
