Consider this question: Which centerline are we talking about? If we refer to the boat's centerline, then the admonition not to cross it with the offside (upper) hand does indeed limit the stroke -- even a highly vertical stroke. But if we refer to the BODY'S centerline, then the admonition has some validity. As the arm crosses the body, there could be a loss of efficiency.
