Tom,

We use two whistle signals only. One long blast means to look over here
at a paddle signal and three quick blasts means help.

Our primary means of communication between paddlers is via VHF and we
use a paddle being held straight up in the air as a signal to raft up on
the person doing the signaling. That way we can inform them of what has
been said via the radio---i.e. slow down, take a 5 minute break, land
here, etc.

It's just too confusing to try and have to decode how many blasts on the
radio was that--simple English via the VHF works best.
