My Thule towers slide around only when I take the racks off to store them.
That's when realigning them on the roof is a chore.  There's a positive side
to this because I have the thin gutter mount towers for my Corolla.  To
eliminate roof dents and scratches during installation I lay a thick towel in
the roof and then purposely slide the far tower in, away from the roof edge.
Then when I get to the other side I can slide things into alignment and lay
the tower where it belongs.  To make this easy, I marked the cross bar with a
paint pen to locate both towers and to indicate which is the front rack.

I made some wooden copies of the "shark saddles" and as others have noted,
always strap the boats to the rack, not to the saddles.

They're not supposed to do that.  If assembled properly, the towers 
stay in place regardless of whether the rack is on or off the 
vehicle.

As I recall without looking at them now, the single screw tightens both
towers against bars, and towers agains car body.  So, Bill is right - when
screw is loose, towers can slide along the bars. At least they do this
without that small plastic insert.  For this reason I also had to mark
position of towers on racks with a pen (position of towers on the car roof
can be seen due to the abovementioned "shades").
