Would a rear deck mounted tow system count for this application? Often they 
use about 50 ft of line, are velcro or bungie attached to the rear deck and the 
camcleat is a quick release affair. Seems in theory like a good way to not 
waste space on board or buy gear for a rule questionably applied to sea 
kayakers.
