Would a rear deck mounted tow system count for this application? Often they 
use about 50 ft of line, are velcro or bungie attached to the rear deck and the 
camcleat is a quick release affair. Seems in theory like a good way to not 
waste space on board or buy gear for a rule questionably applied to sea 
kayakers.

That's exactly what I use.  I made my own throw bag years ago and 
it's normally set up for towing - a chain sinnet makes the line about 
15 ft; pull out a carabiner and it undoes into 50ft of line.  I've 
never had it checked by the local gendarme, so I don't know if they'd 
agree with it still being a throw line while it's short.

Even when it's not tied in a sinnet, I leave it set up in the tow rig 
on deck.  That helps hold it in place and ready to throw.
