The VHF itself must be used in compliance with local regulations and you will have to check the contents of these in each country. The stationcertificate must accompany the station. The stationcertificate is issued to the boat but in Denmark it is accepted that a mobile marine VHF may be used from different kayaks i.e. from boats with different names. The same does not apply for stationary VHF or larger vessels. Furthermore the certificate assumes a home port, and this may be a little dubious when it comes to kayaks. Authorities in Denmark accepts this as long as the home port is specified to indicate the home region. The authorities own database has a note about this available for possible SAR operations. Enjoy your VHF in Europe. It brings you fine weatherforecasts if you study the names of the different districts. Otherwise procedures are very much the same all over the world with ch16, working frequencies and free frequencies. I guess it is only a risk if the radio is abused or violates other restrictions. As long as people behave like licenced ones there should be no problem, and if you misbehave having licence (operator's certificate) may make things worse for you....
