What we tell members of our club is to attach the strap to the skirt. Cut a slit thru the skirt to pass the strap thru and then glue in place - Aquaseal will do. Then use Fastex buckles to attach the strap to the PFD. If the crotch strap is uncomfortable, I wonder if you couldn't attach the PFD to a pair of heavy duty paddling shorts, suspender style? Neoprene shorts, for example.
