I have no first-hand experience
with an epileptic seizure in/on water, but
I think that the way to go is to get a 
Klepper Aerius II, or a Long Haul 
Mark II (both folding two-seaters with 
built-in airbags, aka sponsons, along 
the gunwales - the Long Haul being
a US clone of the former, and is heavier
and even more durable). 

If properly loaded they are both very stable,
and extremely seaworthy.

You should add a bilge pump,
and possibly an enlarged rudder.

Very sea-worthy and quite costly,
but a life is very dear, too!

The rear-seat paddler should be
a good paddler, of course, and
the epileptic should of course 
be equipped with a PFD with
a good head support, not the
run of the mill paddle PFD!

I have since then moved my battery forward,
so it is now parked under my knees!

The rudder modification works like a dream!
