It would complicate regulations too much :-). Because heavy guys are different - one thing is fat, which probably has positive buoyancy in itself, and another thing - bones, meat and muscles. So, tall skinny guy would need more external floatation, while somebody with excessive fat - less. With a guy missing one leg it's hard to tell. He is missing substantial bone and a good chunk of meat, but I am not sure if bones are really dense, averaging per unit of volume - they have softer core inside.
