On our tour around Skye I saw an unusual arrangement - if home-made, or not, I have no idea. Anyway it consisted of an axle above the rear of the kayak, with a pulley around it, to rotate it at will, and a fin each side, a little under a foot long. Looked heavy and over-engineered, but at the same time pretty fool-proof! A colleage could easily help in any trouble, as all the mechanics were above the deck, and within reach! No risk for leaks either! And I guess you can adjust the angle as you like, thus having an adjustable skeg as well! Probably, you could develope it further, to add a steering function as well :-)!
