There is a "china pencil" available from drafting supply
stores..."Aquarellable" or somesuch.  It works well for writing on wet
surfaces, or when wet itself.  Easier to clean than a china marker or
grease pencil.

You thin epoxy with vinegar, or just for cleanup?

Here's the secret:  it's rough.  Rough enough to scratch the tip of the
pencil and leave a mark.  Hard enough that the pencil doesn't scratch
or groove the slate.  Cheap source:  Lexan/polycarbonate works pretty
good (scuff it with sandpaper first).  Fiberglass also works
good--there's a fiberglass reinforced panel on the market that is often
used in fast food and convenience store restrooms--the back side of
this material makes a great water slate.  The front side would probably
work well, too, if you sanded off the glossy pebbled surface.

Diver's "secret":  when elbow grease or thumb oil isn't enough to
remove days' worth of writing on the slate, use toothpaste.

Cleanup.  I don't know what vinegar would do to thin epoxy, but I 
wouldn't recommend it offhand - since it reacts with uncured epoxy
afaik.
