I don't usually write into these things (I used to be addicted) but this info might help. 
I've always been curious to find a paint that went well with polyethelene:

-The Krylon is the best I've found so far.
-It is tougher by far of anything I've experimented with.
-Using the Mfcs. demo polyethelene lawn chair(at the store) I was able to scrape 
with little effort at the cured paint and remove what I wanted with my finger nail.
-I have not painted a kayak yet but if I was I would lightly sand it with 200 grit, but 
would NOT torch off the fuzzies.
-I would also choose the color closest to the polyethelene color as the Krylon will 
scratch and reveal the underneath color. 
-I would use as many coats as I could afford, lightly buffing with a fine steel wool in 
between coats.
-When it was all finished to my satisfaction, I would sell the boat and buy a new 
one. LOL

-On a side note, I did use the Krylon on a badly stained (mould) PFD (red Serattus) 
with great success. The Krylon bonded well with the fabric although it left it a little 
stiff but comfortable. It actually looks pretty good except it is all one color now.
