As someone who's been on the frio, and will be up there next week for a few days vacation; the "waterfall" is pretty tame compared to the word. If I recall, its about an 8ft drop or so, usually you have to walk around it. The frio is also normally so low its unrunnable by anyone that wants to spend more time floating than they spend carrying. So anytime the water level goes up, folks flock to the frio with whitewater boats. I can't imagine it being anything other than a muddy, nasty mess though at 2,000 - 3,000 cfs, probably full of logs and brush and washed out fenceposts. An ideal flow is probably more in the 200 - 600 cfs; the water will likely still be somewhat clear..
