I'd be tempted to look seriously at the Olympus digital cameras. Several models that are not horribly expensive and Olympus sells custom hardshell waterproof housings for them - for about $200. Not sure of the submersibility ratings - but I think they are rated for use down to 30 or 50 feet for diving and snorkeling. The cameras are quality units - well made and excellent features/performance.
