I wouldn't challenge the technical aspect of the statement until I found out 
what kind of whitewater is most commonly run by the observer and the observed 
paddler. After all, how many WW paddlers does the observer actually know?

Additionally, just because the observed paddler cannot roll is no reason the 
observer should not try to learn it. 99 out of 100 lemmings can't be wrong? 
Actually, they all were, but for a different reason than lemming numero uno. 
(advanced apologies and I-didn't- mean-it-that-way's if you are in the 
pro-lemming faction.)
