You must have a good source of cheap materials.  Mine cost at least 
twice that.  MEC sells then for about C$15 and I have trouble 
justifying making my own when they sell so cheap.

Having made several, I can say that this is important information.

I also add a loop of webbing and a nylon hook to the front of the 
cover.  The hook goes under one of the bungies in the kayak's front 
deck.  I've only once had a cover blow off on the road and was lucky 
that I'd put a hook on the front.
