Yes, this is a different effect as I recall unrelated to the Reynolds
number.  The idea was something like trapping a layer water molecules right
against the skin would have less drag than an actual smooth surface.  This
micro textures is on a scale a lot smaller than is used to increase the Rn
number on the surface.  This would be of benefit to a kayak hull, assuming
you can reproduce it acurately, and maintain it clean and undamaged.
