A propane cylinder of any sort is only supposed to be filled to the 80% point, or less.  I have no idea how they arrange that at the factory, but I can't see any way to do it at home.  The condition of the cylinder is something of a concern too.  The big cylinders are supposed to be inspected and rebuilt every 10 years (in practice, they get thrown out, because its cheaper to buy a new one).  The small cylinders don't have anywhere near as much metal, and therefore resistance to wear and corrosion.

I can think of much more pleasant and interesting ways of risking my life, thank you.
