I have tightened up an old ferrule by putting coats of Z-Spar Flagship
varnish on the male part.  It's a pretty soft varnish, so it's easy to
sand off when you add too much.  Not quite as irreversible as epoxy. 
Wears away faster too, of course.

I mention the brand because I really like it on the *outside* of the
paddle shaft.  I've applied it to wood and fiberglass paddles that were
too slippery, after a light wet-sanding with 220 or 320 paper.  It has
a surprisingly grippy feel when wet, yet doesn't raise blisters as fast
as some other options, like cloth or cork tape, so it's the best
compromise I've found.  Also smooths over the texture of glass shafts
if they're too abrasive.  I think it's on all my paddles except the
Greenland stick.

Pricey stuff, but if you take care not to contaminate it and reseal the
can well, a pint can be nursed along for a couple of seasons of use.
