Hi All,

We are dealing in politics here, like it or not!

Remember all that  _at_#&! about "It's your money; we're giving it back 
to you!" ? This is trickle down economics where it's the paddlers 
that are getting trickled on!

The money doesn't get rebated to states the way it did before, and 
tyhe states don't have the money for parks, ecological issues, land 
preservations, etc. Look at Maryland deciding to cut back on land 
preservation.

Them chickens are coming home to roost- and we're under the roost!

The $ is going it to the general fund to cover a shortfal on an absurdly
wasteful budget and does not get directed a nature, parks or boat specific
issues. We already pay park and boat ramp access fees here in Maine.

HERE IS THE TEXT OF BILL


Sec. III-40. 12 MRSA '13056-A is enacted to read:

'13056-A.__Nonmotorized watercraft conservation sticker

1.__Sticker required; fees.__Except motorboats subject to
section 13056 or as otherwise provided in this section, a person
may not place or operate a sailboat, rowboat, canoe or kayak on
the inland waters or territorial waters of the State, unless a
conservation sticker issued under this section is affixed to the
watercraft.__This section does not apply to watercraft used
primarily in commercial operations that require licensure under
Part 9 or to a rowboat used on marine waters for purposes of
travel between a moored vessel and the shore.__The conservation
sticker is nontransferable and the fee is $10, $1 of which is
retained by the issuing agent.

2.__Exception.__A person who holds a valid Maine fishing
license or combination license issued by the department may
receive one conservation sticker without a fee that must be
affixed to that person's sailboat, rowboat, canoe or kayak.

3.__Revenues.__All fees collected by the commissioner from the
sale of the conservation sticker must be distributed in
accordance with section 10206, subsection 3.

4.__Penalties.__The following penalties apply to violations of
this section.

A.__A person who violates subsection 1 commits a civil
violation for which a fine of not less than $100 nor more
than $500 may be adjudged.

B.__A person who violates subsection 1 after having been
adjudicated as having committed 3 or more civil violations
under this Part within the previous 5-year period commits a
Class E crime.

Has there been any analysis of the actual net revenue collected by this 
measure?  One problem with small fees is that the cost of collection and 
audit tracking and administration can gobble it up very quickly.

What is the provision for visitors?
