I opted for semi-cheap for a paddling digital. Went with the Canon A85. Picked up the camera for $180 and the waterproof housing for about $150. Housing gives you FULL control. Camera does video with sound if you want that. Has gotten good solid reviews. Runs on AA batteries - which everything I paddle with does so that was important to me not to have to haul another battery type and charger along. Will allow shutter speeds down to 15 seconds - which is important for me for shooting fun shots after dark with headlamps and creative lighting (full moon (planetary type) over the tent kind of pics and also things like the aurora borealis).
