[Paddlewise] SV: correct radio procedure

The danish study guide for license is specific on this:
"Radio silence periods are only mandatory on 2182 kHz."
Warnings about storm and icing are sent adjacent to the silence periods
on all bands including VHF and therefore the rules for silence are
generally followed on work channels too.

Recommended procedure in our waters is to establish contact using ch 16
and then switch to a working channel unless the communication is mayday,
pan-pan or security.

DSC could make this much easier but DSC seems to be totally out of reach
on portable VHF receivers. I.e. the "full" version of DSC that makes VHF
almost as easy to use as a cellphone. Last information was that the
market wasn't willing to pay for this.

BTW. New licensees must learn about DSC too.

Radio Silence Periods
In order to make it possible for distress and urgency calls to be heard
readily, periods of silence have been made mandatory on 2 182 kHz in the
Maritime Service.
