If you need to rent boats for some of these folks, Barrier Island Kayaks in Swansboro is a great place. Lamar Hudgens is a BCU 5 * paddler, and he runs the place. His store is near Bear Island, and the White Oak River. He might be able to help you plan a trip and help with some of the logistics. http://www.barrierislandkayaks.com/ The White Oak river would give you the protected waters you're looking for (for a few days anyway), and there's plenty of surf around Bogue Inlet and Emerald Isle. Camping on Bear Island is wonderful - it's a lovely place. Somebody else mentioned the free maps from the state and the Crystal Coast Canoe and Kayak Club - those list camping sites in the area. There are several places to camp along the White Oak, Huggins Island across from Barrier Island Kayaks allows camping (I think legally), Bear Island has camping. Good luck.
