An excellent store specializing in outdoor fabrics is Seattle Fabrics 
(www.seattlefabrics.com).  Lots of fabrics, including goretex, goretex 
clones, coated and uncoated nylons, neoprene, seam tape, dry bag 
material, outdoor gear patterns, etc etc.  They are a little expensive 
however.
