Some people make a habit of carrying a disposable waterproof camera with  
them all the time.  Good for recording the good things out there, but also  a 
good deterrent -- provided the miscreant sees you aim the camera his way  and 
realizes the photo could be used to prosecute him/her for reckless  endangerment 
or unsafe operation or whatever.
 
Also carry a VHF or cell phone and notify the local enforcement agency  about 
unsafe operation.  They usually take it very seriously and will  investigate. 
 You may need to stick around and lodge a complaint for  any legal action to 
be taken against them.
