I am a recreational paddler and a member of a small paddling club in southwest Louisiana. We have been looking at the possibility of starting a couple of annual events in the area. One would be a race with a distance of around 10K to 15 miles on flat water. Any advice as to classes assigned, liability coverage or anything else we need to consider would be appreciated. Our club is more like a group with no official anything right now. Our main activity beside getting together for a paddle or camp-out is providing support on the swim course at local triathlons.

5 or 6 miles is a good distance to start with.  That's about an hour so
it's a lot 
more appealling since it doesn't really require training ;-)  A loop
course is
nice because you can avoid any shuttling headaches.  Although it is nice
to have some
current assisting...

For the first year I would do:

2 person canoe
racing canoe - if you have any in the area or they show up...
Mens sea kayak
Men's racing kayak/surf ski (if you have any in the area)
Women's sea kayak
Women's racing kayak/surf ski (if you have any in the area or they show
up)
Youth sea kayak - probably 16 and under.

For a subsequent year you can add groups.
The sound rowers have a nice kayak classification system - I would start
with that
