Anything in and around Emerald Bay. You can put in at DL Bliss St. Park
which is north or at Baldwin Beach which is south. Unfortunately the boat-in
campground is closed for renovation. 

Sand Harbor on the north east corner in Nevada is a great place to kayak out
of. Go south from there and head to the Thunderbird Lodge. Last year on
Tuesday's, they gave tours to kayakers of this incredible place

That's just a start. Paddle in the morning to avoid the winds but then the
winds can be fun.
