Property owners in Oregon have for years been trying to keep boaters and bank fisherman off the local rivers. Any "navicable" river in the state is currently open for public use. Of course there are always people who abuse the system and trash the environment. Some officials want boaters to purchase a permit for their craft, hence another user fee.
