I think you should be searching for feedback from the hunting and fishing communities. Those are the folks that are likely to mount an all out monster battle over the water use ruling. My fiancie works at Englund Marine, one of the larger non-WalMartish marine supply outfits on the west coast. When she ran the article and ruling past the suits, their response was to hide and wait for the appeal. Nothing substantive will happen until then. I agree this should ignite the hook and bullet crowd.
