The suggestion is that it has properties vaguely similar to GoreTex. My concern with a waterproof cover is that the boat has no opportunity to "dry out" after use. You can sponge out the majority of the water, but it still may end up damp enough to grow a green fuzzy farm. The nylon covers mentioned in another message look to have several straps to secure the fabric into place. That would probably help to reduce fabric movement.
