Old timers will remember my comments on this from many years ago which were 
greeted with a resounding "RIDICULOUS" even when I provided the link to Dr. 
Wilde's book "Target Risk" http://pavlov.psyc.queensu.ca/target/

I am sure it please Dr. Wilde to have Professor Mannering's support.

This is a quote fom the Epilogue of that book.

" The extent of risk taking with respect to safety and health in a given 
society, therefore, ultimately depends on values that prevail in that 
society, and not on the available technology."
