Let me add as someone born in the 1940s that there are now twice as many
Americans as when I was a kid, and that crowding inevitably changes
society, not usually for the better. You can't paddle the same river
twice.

I'm not sure how this applies to wearing PFDs, but it sure applies to a
lot of other rule-making.
