It seems to me that we are overcomplicating things with this shotgun
approach to safety. I believe it would be much simpler and less expensive to
simply ban death. Think of all the lives we'd save. Death costs the US and
Canadian economies billions of dollars each year in lost productivity alone.

The mechanics of this would not be complicated: anyone who dies would be
arrested immediately and fined or imprisoned (especially if it's a repeat
offense).

This simple expedient would at one fell swoop eliminate the FAA, the NTSB,
multiple police agencies, and the USCG. Of course, the funeral industry
would be expected to lobby against this but the obvious good that will come
from a law against dying will silence all critics. Where this would leave us
vis-a-vis the war in Iraq is unclear but I believe it would pull the teeth
from terrrorism the world over.

While we're at it we should pass a law against stupidity. Of coruse, the
people passing these laws would be the first to go.

This will drastically increase overcrowding in prisons.  Just throw them in a 
hole in the ground, I say!

If the three strikes rule is applied they could only be arrested and
