Indeed 'flatwater' is more difficult than it looks like :-)
I think the term 'flatwater' originally came from racing, to  
distinguish between the disciplines whitewater and flatwater racing.  
Outside this sports the word 'flatwater' is also used now, but then  
it generally addresses to the discipline 'touring'. Which can indeed  
be confusing, because 'touring' is not always done on (really) flat  
water, and there are also activities on flatwater that are not  
touring -- FreeStyle Canoeing for example!
Touring paddling can be seen as a very broad discipline, ranging from  
making easy short trips on easy (flat...) waters to paddling hard for  
a workout or doing long difficult trips in a wilderness environment  
(often called 'expedition') or on big open water, like the ones you  
are likely to find on the sea ;-)

Freestyle folks tend to refer to it as quietwater.
