Jim, you may already be surrounded by an almost perfect safety bubble wrap, 
depending upon your attitude - it's called respect for the sea (or lake, 
river, etc.).

Bubble-wrap for a static balance brace, eh? I'll give it a try. Guess I'll 
duct-tape all my safety gear to the bubble wrap first. How much gear should 
we tape to our bubble wrap? That might start a whole new topic for 
discussion on Paddlewise. :-)
