I don't recall claiming the Empire pass was free, nor did Mark when referring to the pass he bought. Our state parks are quite nice and I suspect that maintaining them is not a volunteer effort. My state taxes are already pretty high so I would prefer to pay a nominal fee that will allow me to go to any of them rather than pay higher taxes regardless of whether I even step foot in any of them.
