Yup.  It's more complicated than one story.  Pristine forests along the 
border are in danger without the fence.  The following does not occur 
along the Rio Grand but it's important, nonetheless.  And there is no 
reason why this won't happen there, too.  Beautiful area to paddle.  
Would be very sad to see it disappear by any cause.
